A resident cannot write to the District without using the form
There is no email address and no mailto link on the home page, the contact page or the district hall page. Four telephone numbers, and one form. Anybody who wants a written record of what they asked, or who cannot ring during office hours, has one route and it is a box on a webpage.
The form asks for the email address twice
Name, Email, and then Validate Email Address. It is a small thing and it is at the exact point where somebody reporting a water problem decides whether to bother.
The home page is 2,169 characters long
Less than a page of writing for a municipality that runs water, roads, garbage, a fire service and a port town on an international border. Almost everything a resident needs is one more click away than it needs to be.
Nothing on the page says when it was last touched
A council meeting schedule and a news heading, but no dates a resident can hold the District to. For a local government that is a statutory-feeling absence rather than a design one.
What would change
Publish an inbox
One address, on every page, answered in office hours. The form can stay for people who prefer it — but a municipality that cannot be written to is a municipality that gets telephoned instead, four numbers at a time.
Put the top ten on the front page
Garbage day, water notices, bylaws, forms, the next council meeting. They already exist as Popular Links; they should be the page rather than a menu inside it.
Date everything
Every notice, every schedule, every bylaw amendment. It is the difference between a page a resident trusts and a page a resident rings about.
One field fewer
Drop the confirm-email box. Every removed field is somebody who finished the form.
